The clear jel is most likely watersorb or a similar polymer. You can buy it here:

It’s great in pots to buy you a few extra hours in the afternoon. You’ll still need to water them. You have to be aware of its limitations. It will absorb water and it doesn’t care where it gets it.
I did a test using it in a raised bed. One bed had Watersorb, one did not. I planted zucchini in both. The bed with Watersorb produced more pounds of fruit sooner but the plant died sooner than the one without Watersorb. My theory is that once the plant had dried out the Watersorb, the polymer began drawing water back out of the roots. It’s a good product but it’s not a cure-all.
