If I wanted to use the urea probably filter it, depending on it's UV tolerance probably blast it with a bit of UV and temperature while at it, microcurrents have been shown to kill off microbes very effectively in hostile environments so might even try that. Though the real trick is to have it so you don't have to come in contact with it.
My major worry would be heptatsis c, thankfully I had some vaccination against it because I worked with bloods but hep is very persistant lasting upto 2 weeks on surfaces and only need small amount for infection. HIV is rendered inactive after short exposure to air 10 mins so imagine it be realitive easy to ensure that it was destroyed.
You are right safety and health are pretty prime concern, I would also include in design a flush system that can sterolise the whole tubing. Something like perrisafe would be great because it is a bleach that is used in cell culture after about 10 minutes it deactivates and becomes blue meaning it is safe (still toxic if ingested i bet) but won't kill mammalian cells that pass through tubing etc.
Urinary tract infections aren't they usually yeast or opertunistic bacteria? Just out of curiousity? The are lot of hormones in the water in UK apprantly, fun days.

Yeah they didn't take me by the ears but thought it might be useful for some of you  Alot of children in the UK Johnny max know worse swear words than the F word infact I think swearing is probably not as harshly regarded as over in the states and some words you guys seem to regard as swear words kind of socially acceptable down here. In saying that I try not to swear. You are definitely right kids are the future  .
